OMNIPLEX executives are seasoned security professionals with a wide range of corporate, intelligence, investigative and security experience gained through distinguished careers with the U.S. government service and with esteemed corporations. Our executives have direct experience with the Federal Bureau of Investigation, the Central Intelligence Agency, the Department of State, the Drug Enforcement Administration and military intelligence agencies, as well as corporate business experience with companies such as, Lockheed Martin, DynCorp, ORION Scientific Systems, SRA International, Wang Laboratories and Computer Sciences Corporation.

Executive Biographies

Julien G. Patterson, Chairman
Julien G. Patterson has over 28 years of international policy experience and business management expertise. Under his leadership and guidance OMNIPLEX has grown to a successful mid-sized corporation with an employee population of over 3500 security professionals and this year projected annual revenues of over $100 million. He is a frequent keynote speaker to Government agencies, the Chamber of Commerce, and many civic and religious groups.

Mr. Patterson began his professional career with the Central Intelligence Agency, during which he designed a wide variety of comprehensive and specialized security training programs. Serving 10 years with the CIA, he was responsible for leading a specialized group of worldwide mobile training teams. In 1987, Mr. Patterson left the CIA to begin his career as an entrepreneur and consultant.

In 1990, he founded OMNIPLEX World Services Corporation (then known as OMNISEC International) and has been responsible for successfully growing the business in several critical security arenas. OMNIPLEX has established two wholly owned subsidiaries: OMNISEC International Investigations, Inc., an industry leader in the provision of background investigations and prescreening services; and OMNISEC International Security Services, Inc., a nationwide provider of government cleared Security Officers. The corporate philosophy of OMNIPLEX is, Right People, Right Values® and it drives every aspect of the business from the employees that OMNIPLEX selects, to the customers it serves, and to the communities it supports through its philanthropic programs.

In 1997, Mr. Patterson was named the Greater Washington Entrepreneur of the Year from a field of over 890 nominees in the highly competitive Business Services category. The Entrepreneur of the Year award, sponsored by Ernst & Young LLP, the NASDAQ Stock Market, and other nationally known companies, was established to recognize "an elite group of entrepreneurs whose vision, innovation and hard work have established and sustained successful growing businesses."

Mr. Patterson and OMNIPLEX have received numerous awards over the past 16 years. Recent recognition includes:

  • 2005 — Large Business of the Year Award from the Herndon Dulles Chamber of Commerce.

Terri J. Wesselman, President and CEO
Terri J. Wesselman has more than 27 years' experience in all aspects of business management. Ms. Wesselman has been instrumental in all aspects of OMNIPLEX's growth and profitability with emphases in the areas of strategic planning, business development, information technology, accounting, human resources, financial management, pricing and contract administration. Since 1992, Ms. Wesselman has propelled the company's revenue growth by more than 500 percent and under her guidance and direction, OMNIPLEX graduated 3 years early from the Small Business Administration's 8(a) program.

Ms. Wesselman began her career as a successful entrepreneur and later transitioned to manage all aspects of corporate contract administration, financial management, accounting, management consulting and information technology. From 1980 to 1990, she worked for some of the largest government contractor and international consulting firms, such as Lockheed Martin, DynCorp and CAP Gemini America in various capacities, rising quickly to the ranks of management and serving as Deputy Director of Information Technology, Assistant Controller, Principal Consultant and Vice President of Operations.

Ms. Wesselman earned a B.A. in business administration from George Mason University and has completed M.B.A. coursework at George Mason University with an emphasis in accounting and information technology.

Jon N. Peterson, Vice President, Chief Financial Officer and Controller
Jon N. Peterson has been involved in the financial management aspects of both small and large businesses for the past 30 years. Mr. Peterson is a Licensed CPA in the State of Virginia. He has wide-range of business management, finance and financial accounting skills that includes design and implementation of many financial systems, financial accounting and reporting, acquisitions and mergers, cash management, bank relations and the management of corporate level departments in Finance and Accounting, Management Information Systems, Human Resources and Collections. Over the 12 year period prior to joining OMNIPLEX in 2000, Mr. Peterson held positions as Vice President of Finance & CFO for two communications services companies. He has also been an independent consultant on financial matters for numerous corporations. Mr. Peterson holds a Masters of Business Administration from Xavier University, Cincinnati, Ohio. He is an active member of the American Institute of CPAs and the Virginia Society of CPAs.

Kelly C. Grems, Senior Vice President and Corporate Counsel
Kelly C. Grems is an attorney-at-law with more than 15 years' experience in advising employers on a broad range of labor and employment issues. At OMNIPLEX, she has responsibility for the Human Resources and Security Departments and is responsible for all labor and employment law matters, including the negotiation and administration of all collective bargaining agreements.

Prior to joining OMNIPLEX in 1997, Ms. Grems was an attorney in the Washington, D.C. law firm of Akin, Gump, Strauss, Hauer and Feld, L.L.P., where she advised clients on a wide array of employment and labor-related issues.

Ms. Grems earned a B.A. in Music Education from Texas Christian University and a M.Ed. from the University of Houston. She has a J.D. from The American University, Washington College of Law and served as Editor-in-Chief of the Law Review. Ms. Grems is a member of the Virginia, District of Columbia, and Maryland Bar Associations and is active as a faculty member and lecturer for the Virginia Bar Association on labor and employment issues.

William A. Turk, Vice President and General Counsel
William A. Turk has over 20 years of broad business experience working for government contracting firms in the services industry. Joining OMNIPLEX in 1997, as Corporate Counsel Mr. Turk handles legal matters related to contract disputes, bid protests, mergers and acquisitions, intellectual property and corporate governance. He also manages the contract administration, pricing, purchasing and licensing functions for the company.

Prior to joining OMNIPLEX, Mr. Turk was Assistant General Counsel for I-NET, Inc., a subsidiary of Wang Laboratories, where he provided broad general corporate legal advice. Mr. Turk also spent ten years with Computer Sciences Corporation in positions ranging from Pricing Analyst to managing a contracts department responsible for administering over $600 million in government contracts. His experience includes proposal pricing and preparation, budgeting, financial tracking, contract administration and management, and in-house counsel for a major systems integration corporation.

Mr. Turk holds a B.S. from James Madison University, an M.B.A. from the College of William and Mary and a J.D. from the George Mason University School of Law. He is a member of the Bar in both the District of Columbia and Virginia.

James M. Moore, Vice President, Corporate Business Development
James M. Moore has over 26 years of operations, engineering management, and business development experience in professional services support, applied research, and advanced technology hardware and software prototyping for DoD, DARPA, U.S. Intelligence agencies, and the commercial transition of DoD technologies. Mr. Moore is an active participant in OMNIPLEX's strategic planning and is responsible for identifying, qualifying, bidding, and capturing of contract opportunities and large strategic procurements with new and existing clients. His organization includes a team of business developers, capture managers, market researchers, corporate communications professionals, and a fully staffed proposal development facility. He is also responsible for evaluating and managing strategic alliances and corporate partnerships.

Prior to joining OMNIPLEX, Mr. Moore was Vice President of Business Development at Platinum Solutions, a government sector software development company; Director of Business Development for ORION Scientific Systems, and thereafter, the ORION Center for Homeland Security at SRA International, where he led efforts to provide counterterrorism and counterintelligence analytic solutions to clients across the Department of Defense and the intelligence community. While at SRA, he was the senior member of the Transition Team during the SRA acquisition of ORION Scientific in February 2004. In his senior-level corporate development role, Mr. Moore served as mentor for staff career development and corporate technology innovation.

Mr. Moore holds an M.B.A. in Finance and Marketing and a B.S. in Psychology and Chemistry from Western New England College.

John P. Casciano, President OMNISEC International Investigations, Inc.
John Casciano is President of OMNISEC International Investigations, Inc. an OMNIPLEX World Services Corporation wholly-owned subsidiary that is the trusted leader in personal security investigations services. John is a retired Major General in the US Air Force and spent most of his career in Intelligence and Security. He retired from the Air Force in 1999 and thereafter has worked in private industry supporting government and commercial clients. During his 32 year Air Force career, John served in a variety of assignments in the United States and overseas, including tours of duty in Thailand, Italy, and Germany. His final active duty assignment was at the Pentagon where he served in a dual role as the Air Force’s Assistant Chief of Staff for Intelligence and the Air Force Senior Intelligence Officer. Among his responsibilities was management of the Air Force’s Central Adjudication Facility. General Casciano most recently served as Senior Vice President and Chief Operating Officer of LexisNexis Special Services, Inc.

General Casciano has extensive expertise in the domains of information security, information operations and Intelligence, Surveillance and Reconnaissance (ISR) and brings seasoned experience and knowledge of the intelligence, federal law enforcement and homeland security markets to OMNISEC. He currently serves as a member of AFCEA International’s Intelligence Committee and has participated in advisory panels and studies for the Defense Science Board and Air Force Scientific Advisory Board.

John holds a Bachelors Degree in Languages and a Masters in Political Science, both from Georgetown University. In addition, he has attended several Professional Military Education Courses as well as Executive Programs in International Security and Business at Harvard and the Wharton School. John is a native of Philadelphia.

Michael M. Wines, President and General Manager, OMNISEC International Security Services, Inc. and OMNISEC Security Services, Inc. (two OMNIPLEX wholly owned subsidiaries.)

Michael M. Wines has over 27 years of security and law enforcement management and is responsible for the day-to-day operations of OMNISEC International Security Services, Inc. and OMNISEC Security Services Inc. Mr. Wines has operational, contractual and financial management responsibility for over 29 security contracts in both the federal and commercial sectors with a total value of over $265 million. OMNISEC employs over 1,000 security professionals and posted revenues of over $50 million in 2006. The OMNISEC organization includes an executive management team, a team of 15 project managers, and a dedicated training staff of law enforcement subject matter experts.

Mr. Wines has been with OMNIPLEX since 1992. He began his career with OMNIPLEX as a Shift Supervisor on the OMNISEC DoD Security Services Support Effort and over that 14-year period has achieved progressively higher levels to responsibility, including promotion in 2005, to his current key role as President.

Throughout his private and public law enforcement career, Mr. Wines has made significant contributions implementing security management strategies that were critical success components to the War on Drugs, the Global War on Terrorism, and regional efforts to address gang violence, workplace violence and domestic violence. Prior to joining OMNIPLEX, Mr. Wines was a Detective with the Anne Arundel County, MD Police Department. Mr. Wines is a Virginia Department of Criminal Justice Service (DCJS) certified instructor in Private Security Services and DCJS Law Enforcement and is frequently called upon to speak before the DCJS.

Mr. Wines is a graduate of the Anne Arundel Police Academy and Anne Arundel and Prince George's County Community Colleges. Mr. Wines has also completed DEA, DHS, and other specialized federal law enforcement training. He is a member of the American Society for Industrial Security (ASIS.)
